Updates and corrections
Corrected the headline to distinguish the recommendation following a closed session from the later council award. The previous headline said the developer was selected behind closed doors; it did not adequately preserve that distinction.
Major housing decisions rarely happen in one vote. Tundra Ridge moved from tender to committee, council award, follow-up questions and lease bylaws.
On June 16, the Governance and Priorities Committee went in camera at 7:17 p.m. It returned at 7:33 p.m. and unanimously recommended Tom Fitzgerald Construction for PLD 26-001. The public agenda labelled the closed item only “Legal.”
Closed sessions can be legitimate for legal advice and active procurement. But the public documents reviewed here do not disclose what factors were discussed during those 16 minutes.

The question that came later
At the July 28 council meeting, Councillor Flaherty said he had not participated in the June 23 decision and asked what timeline and approved plan councillors were committing to. Staff said the winning submission had a detailed schedule, the dates remained conditional on approvals and the target was the 2027 construction season.
Flaherty abstained without giving a reason on Motion 26-166. Councillor Kyle Sheppard declared a conflict and left. Three councillors voted in favour; three others were absent. Mayor Solomon Awa chaired and did not vote.
