Fairness

People and organizations criticized in a story should have a meaningful chance to respond. Material responses and corrections are added visibly.

Question audit standard

A distinct substantive question or request for explanation counts once. Routine chair and procedural prompts do not count. Comments without a question do not count. Multiple questions count separately only when they seek distinct information. A missing question in written minutes is never proof that a councillor was silent; the site uses “No substantive question documented in the written minutes.” Totals retain a plus sign while audio remains incomplete.

Annual question totals stay separate

Late 2023 contains 28 questions across four audited term-start meetings: 22 attributed and six with no speaker named. The 2024 written-record floor is 149+ across all 46 located minute sets. The 2025 build remains a separate ledger of 38 audited minute sets. The 129+ minimum is the 2026 audit through August 25. Plus signs remain where audio is incomplete.

Formal statements standard

The Councillor Statements ledger uses only elected-member remarks recorded under the regular council agenda’s formal Statements item. Its 158 entries come from 52 reviewed minute sets; meetings explicitly recording “None” remain visible in the coverage note. Entries are concise précis, not quotations. Debate remarks and editorially selected notable statements stay separate. The May 26, 2026 agenda section was checked against the full audio and its three entries now carry timestamps and fuller audio-confirmed context; an unaudited recording is never treated as silence.

Archive totals use one definition in every year

2023: 7 archive records, 7 minute sets and Not indexed City attendance events. 2024: 47 archive records, 46 minute sets and 44 City attendance events. 2025: 43 archive records, 38 minute sets and 34 City attendance events. 2026: 28 archive records, 23 minute sets and 22 City attendance events. These categories overlap and are not added together. The 2026 archive runs through September 15; its attendance total stops at June 30 because Q3 is incomplete. Blank motion and question fields mean pending, not zero.

Motion-count standard

The 2024 audit indexes 404 unique motion numbers from the minutes and available registries. The 2025 totals cover 32 official motion registries plus the Nov. 18, Nov. 20 and Dec. 9 minutes where a direct registry was not published: 35 written motion records in all. Administrative motions (agenda and minutes adoption, in-camera transitions and adjournment) are kept separate from substantive decisions. Separate readings remain separate motions; a reconsidered motion number counts once. Moving a motion does not establish how its mover voted unless the record separately identifies the vote.

Money-stage standard

An application, recommendation, budget allocation, amendment, approval, contract award and payment are different financial events. Related amounts are not added together when they may overlap. “Spent” or “paid” appears only when an official record confirms it; otherwise the status remains unknown or follow-up pending.

Audio audit standard

“Audio audited” means the complete official recording was transcribed and reviewed from start to adjournment. Timestamps mark where the councillor begins; automated transcript wording is never published without contextual review.

Voting rules matter

At regular Iqaluit council meetings, the mayor votes only to break a tie. At committees, the mayor may vote as a member. Moving or seconding is not automatically a vote for a motion. Unnamed tallies remain unnamed; conflicts and abstentions stay separate.

Attendance is context

Attendance and compensation per reported meeting are not performance grades. The current-term record begins November 14, 2023. Earlier-council records are labelled separately and excluded from current-term comparisons. The the comparable attendance calculation begins January 1, 2024 and ends June 30, 2026 because those are the indexed City quarterly grids. Late-2023 attendance appears on individual meeting files and is not silently mixed into a different denominator. Annual indemnity rates are prorated for partial service; they are not verified payroll. None of this measures preparation, constituent work, correspondence, negotiation or judgment, and City grids may omit meetings.
