A display name and a valid email address are required to submit a comment. Your display name can be a nickname and appears with your comment. Your email is never published and may be used to ask about your submission. Names and email addresses are not verified, so comments should not be treated as confirmed statements from particular people. Do not impersonate others or post confidential documents, children’s identifying information or someone else’s private details.
Moderation and corrections
Moderators may approve, reject, flag, unpublish, pin or close comments. An edit preserves the original privately, is publicly labelled and returns the comment for review. We do not silently rewrite a commenter’s argument. Official responses and discussion starters are clearly attributed to City Hall Record. No fabricated reader comments are used.

Reactions express guest sentiment about a comment, not verified resident opinion or a scientific poll. Each guest browser can have one active reaction per comment and change or withdraw it. Cookies, rate limits and duplicate controls reduce abuse but cannot prevent all repeat voting. Moderators may lock voting, hide totals or reset suspicious counts; decisions are recorded privately.
Privacy and retention
The comment system stores submitted text, display name, private email, timestamps, moderation history and hashed guest identifiers. A guest cookie lasts up to 30 days. A hashed connection identifier is used for rate limits; rate-limit events are removed after one day. Raw IP addresses are not saved in the comment database, although the hosting provider may maintain its own operational logs. Comment and moderation records are retained while needed to operate discussions and handle corrections. Browser blocks are not identity bans and can be bypassed.
Audience analytics
We collect public-page views, referring domains, device category, country where available, visible-tab time and scroll depth. A random browser identifier expires after 30 days and a tab session groups visits after a 30-minute inactivity cutoff. Browser counts are estimates, not verified people. Analytics do not store names, emails, raw IP addresses, query strings or full referring URLs. Records are retained for up to 90 days and expired records are removed when collection next runs. A hashed connection identifier limits ingestion; rate-limit records expire after one day. We respect Do Not Track and Global Privacy Control signals and exclude private pages, known bots and signed-in owner activity. Blockers, storage restrictions and undisclosed bots can affect counts.
