Councillor Sheppard inquired about the enforcement action that was being taken and what kind of clean up orders were underway.

- Alternate Deputy Mayor Flaherty mentioned that there seemed to be cabins being built everywhere for years. He noted that this has previously been discussed by Council and indicted that as of now, nothing has been done. He indicated that he wanted to discuss this and about Aboriginal and Indigenous rights. He noted that previous leaders worked very hard to get the Nunavut Land Claims Agreement for their own land and it’s like they are being put aside.

She inquired as to whether anyone knew which cabins were historical before the moratorium was put down and which cabins have been built since.

- Samantha Toffolo, Planning Contractor, Northern Futures, indicated that they have satellite imagery that is fairly reliable from very shortly after the moratorium was announced. She noted they have means to confirm the current location of cabins.

He indicated that he would like to see this happen sooner rather than later and asked when a policy could be reasonably expected that the residents could use.

- Mr. Dodds spoke about next steps. He indicated that things can be presented in phases, such as cabin zones in areas. He noted that as early as the next Committee meeting, the basic structure of the policy could be presented. He stated that the new policy would be launched with the new General Plan and Zoning By-law. He noted that the policy could be rolled out separately and faster or incrementally. Mr. Dodds indicated that something visual could be put before Council in August.

Councillor Sheppard asked whether Administration had enough direction to enforce cleanup at the site discussed by Council.

- Steve England, Chief Administrative Officer, said Mathew Dodds would return at the next Council meeting with additional findings and Municipal Enforcement would provide an update on that property and other recent enforcement work.

Alternate Deputy Mayor Flaherty inquired as to whether the Municipal Enforcement Department had enough staff to enforce the clean up as soon as possible.
