DECISIONS AND ISSUES
- The signed minutes were approved October 10. The meeting opened at 6 p.m., went in camera at 7:03 p.m., returned at 7:53 p.m. and adjourned at 7:53 p.m.
- All 11 numbered minutes pages were reviewed. The official scan contains overlapping bands that obscure parts of several passages. Agenda and registry reconciliation remain pending, so motion and question totals are not published for this meeting.
- Motion 23-285 awarded Nunami Stantec a West 40 Subdivision Development contract for $1,133,330.46 plus GST and increased project budget authority by $174,000. It also moved existing West 40 Subdivision Studies budget and commitments to the West 40 Subdivision Drainage Plan. These are different financial actions, not amounts to add together as actual spending.
- The contract award recorded seven named members for and Nattaq opposed. The minutes describe drainage planning and a need to determine how development costs would be recovered. This does not establish completed servicing or residential units. The later October 10 direction for a 2024 subdivision-plan return is a separate decision.
- Third and final reading of Procurement By-law 968 was approved through 23-290, then rescinded through 23-291 after discussion of requested amendments. Do not report the first vote alone as final adoption.
- Motion 23-292 awarded Monument-Urso surveying services for $140,801.39 including GST, with insurance and risk-statement conditions. This is a contract award, not an audited payment.
- Formal Statements were recorded from Quassa, Smith, Nattaq and Awa. They remain separate from the current-term Statements and debate-question totals.
